In transportation, transportation planning refers to a process or activity in which measures are taken to move a collection or transportation system to a desired state. This process eventually leads to decision making and then effective measures to achieve the desired goals and situations. The most important issue in transportation planning is foresight.To justify a transportation project,  various factors such as improving traffic flow, safety, creating access to uses, saving energy consumption, reducing travel time, economic growth,and etc.are mentioned and taken into consideration . Some transportation projects are purposefully selected for political and social reasons such as creating jobs in a particular area, competing with other provinces and cities for credit, attracting industry, responding to pressure from politicians.
